He was born on 19 January, 1921 in Kangar, Perlis. His education
began at the Malay School Sungai Korok, Alor Setar from 1926 to
1931. He later joined the Sultan Abdul Hamid College, Alor Setar
from 1932 to 1939 for his secondary education. For his tertiary
education, he was at the Swansea University, Wales for 3 years from
1948 and later at the University of Pittsburg, United States in
1960.

One of his main contributions to the State, Dato Paduka Hj. Shaari
tabled a working paper to establish a bank for the Malay community
to pawn their land under the Malay Reserves in order to gain some
finances to start a business. The working paper was accepted by
the First Bumiputera First Congress and as a result, Bank Bumiputera
was established with a 5 million ringgit capital.
In appreciation of his contributions, he was awarded several honorary
titles and medals of Kedah. Among them were the Dato' Paduka Seri
Setia Sultan Abdul Halim Mu'adzam Shah (D.H.M.S.), the Dato' Paduka
Mahkota Kedah (D.P.M.K.), the Kesatria Mangku Negara (K.M.N), the
P.S.B., the Bintang Cemerlang Kedah, (B.C.K.) and the Jaksa Pendamai,
(J.P.). He was also awarded the title Dato' Seri Paduka Indera (a
titled Dato' of the Orang Besar Berlapan)
