He was elected as the Secretary of State in 28 August 1992, succeeding
Dato' Paduka Haji Saad Endut. He served as an officer of the Kedah
Civil Service for 37 years before his service ended in 1994. However,
the Kedah Government re-elected him as the Secretary of State on
a two year contract.
He was also responsible for the development of football in the
State.
In appreciation of his contributions, Datuk Paduka Haji Ahmad
Basri was awarded honorary medals and titles by the State Government.
Among them were the Dato' Paduka Seri Setia Sultan Abdul Halim Mu'adzam
Shah (D.H.M.S.) in January 1995, the Dato' Setia Di Raja Kedah (S.D.K.)
the following year, and the Bintang Kecemerlangan Kedah (B.C.K)
in 1972. He was also awarded the title of Dato' Lela Pahlawan (a
titled Dato' of the Orang Besar Enam Belas)
