Dato' Haji Abdul Mukthi was born on 5 April 1951 in Kedah. In 1975, he graduated with a Bachelor of Economic (Hons) degree from University Malaya.

In recognition of his services and achievements, he was bestowed with various honours such as the Setia DiRaja Kedah (S.D.K.) in 1988, Ahli Mahkota Kedah (A.M.K.) in 1995, Bintang Cemerlang Kedah (B.C.K.) and Dato Setia DiRaja Kedah (D.S.D.K.) in 2003.
