Dato' Haji Wan Mustaffa was born on 2 February 1949 in Kampung Pokok Asam, Kubur Panjang, Alor Star. He received his primary education at Sekolah Kebangsaan Pokok Asam from 1955 until 1960. Later, he continued his studies at Maktab Mahmud, Alor Star in 1961 until 1968. A year later, he offered a place to study at University of Malaya from 1971 until 1974 and graduated with a Bachelor's Degree.
